Giving dowry is also a crime as taking. The rule of thumb is there will not be any takers if there are no givers. Neither there will be any dowry harrassments. Those who are against dowry should never opt for a guy who asks dowry. But the current trend is that even if a guy dont ask any dowry he and his entire family will land in jail even in cases of silly marital  discord.
